James "Jimmy" Finn was born to a car mechanic and a seamstress in urban New York. Raised Catholic, he developed a strong set of morals early in life, and holds (most of) them to this day. Surrounded by the bustle of the city, he quickly discovered a knack for getting into situations that were none of his concern, and picking out small details from a complex situation. When he was fourteen, his mother died of esophageal cancer, leading to his father's descent into alcoholism. Jimmy took up odd jobs and a paper route to make ends meet, and still harbors a good deal of resentment toward his father for (in his eyes) selfishly leaving him to grieve alone.

His admiration for those who kept the peace led him to pursue a degree in criminal studies, and after attaining it he entered the U.S. Army as a lieutenant. Although not particularly likable, he rose through the ranks swiftly due to his skill in extracting information and solving cases efficiently. By the end of his six years of service, he had attained the rank of Captain, and was the commander of his company.

He then went on to join the New York police department, and after a year in the force he met and became engaged to a young woman named Gloria who he met at a bar. They soon married, and for a while were content, but after a few months Jimmy started spending longer hours at the office, obsessed with a case he was working on at the time. Before the case was completed, he discovered that Gloria was having an affair, but didn't want a divorce because of his upbringing, though by this point he was no longer a practicing Catholic. After several screaming matches, she walked out on him, and since then he hasn't had the heart to stop wearing his wedding ring.

Without Gloria in his life, there was nothing to keep Jimmy from immersing himself in his work; in fact, he worked more fervently than ever before in an attempt to busy himself. In five years he made detective, and was partnered with a more experienced man, Clarence Carter. They quickly developed a sturdy, if unique, bond. Clarence was preparing to retire, and as such didn't want to get involved in any more cases, which worked out perfectly for Jimmy, who needed to get used to working as a detective. As the year went on, Jimmy was in charge of more and more elements of their work, while Clarence stood back to observe and smoke, offering criticism whenever any came to mind.

After a few months, Jimmy was handling almost all the work for most cases, and Clarence often would leave Jimmy to work on cases without him. The weekend before spring break, however, a unique case crashed into their lives in the middle of the night. A delivery boy had been found dead in an abandoned lot, and both his peculiar wounds and the state of the area around him suggested to Jimmy that something was very wrong. None of the medical examiners or officers at the scene had ever seen anything like it, and he was determined to get to the bottom of it.

After researching case logs, he found that there were instances of similar cases in the city, all in groups of three and spaced roughly ten years apart. After a female jogger was found with wounds similar to the delivery boy's, Jimmy hastened his research and discovered what he believed would be the site of the next murder by a deranged serial killer. Clarence informed him that he would be unable to meet at the site until forty-five minutes or so after Jimmy's approximation of when the murder would occur, so he geared up and set off alone.

He was in no way prepared for what he discovered: the killer was what he would later learn to be a Meta-Human, who was harvesting organs from his victims to replace those of his that were beginning to fail. Jimmy was too late to save his newest victim, and found himself outmatched by his opponent in every respect. He nearly died, and was only saved by the fortunate intervention of Eddie, who (in an amazing display of skill) slew the murderer and gave Jimmy a card for the I.B.P.H.

After awakening in the hospital, he learned that Clarence was good friends with a high-ranking member of the Brotherhood, and had been doing occasional jobs for them for years. Jimmy was told that he had seen too much to be allowed to remain on the force, but that they could offer him a job as a monster hunter. After a short explanation of the Brotherhood's purpose, he signed a contract and received a hefty check, and was promptly shipped off to headquarters for a full briefing.
